Description
When you have an expanded entry with no visible subpages, or no subpages, an empty
is produced.
The menu code has been cleaned up since 4.6 - thanks.
I have a fussy client that wants every page to validate!

Oops I must have inserted code!
It meant to say an empty unordered list is outputed in the menu block.
