Internal Server Error when using TinyMCE plugin button with clean URLs disabled

Whenever I clicked the TinyMCE plugin button for Video Filter, I kept on getting a pop-up window with an "Internal Server Error" message. I looked at the Apace error log and found this:

mod_rewrite: maximum number of internal redirects reached. Assuming configuration error. Use 'RewriteOptions MaxRedirects' to increase the limit if neccessary., referer: http://localhost/?q=node/3/edit

Enabling clean URLs made the pop-up window appear correctly.
