User Should fill all the fileds to navigate the pages of the site

Hi all,

I have a requirement.

The user should fill all the fields after sign in. And he can not navigate to any pages till he filled the the details. If he clicked on any link, he has to navigate to user profile page with a message to fill all the fields.

I have added condition in index.php and page.tpl.php but it is not working. Please suggest me how to achieve that.
