as user #1 i see the export to excel menu item in the nav menu and the admin menu, but when i am a lesser user, the item disappears. Navigating directly to admin/settings/excel still returns the file, but i cannot figure out how to make this visible to my site managers.
further, i would like to know what permissions this module obeys, or if anyone with access to the admin section can get the full csv order list.

You need to give the users administer store permissions. I have no idea why you would have seen no menu item but still been able to export since it all uses the same menu item with that permission. Perhaps admin menu was caching its items and thus not showing the new item from this module?
