I tried on both the latest release and dev version, but the field settings:

Privacy settings for this field:
Disabled
Enabled and Public by default
Enabled and Hidden by default
Enabled and Private by default

Always goes back to 'disabled' even though I set it to 'Enabled and Public by default.' I saw there was a previous issue about settings not saving to the database and it seems like that may still be the problem since I don't see entries for the fields i've changed and they all default back to disabled.

Also, in the documentation it says there's a permission for '"edit privacy options for field %field_name" but I don't have that option in my permissions; not sure if that's directly related or not.
