If you need to make a simple website with ready made template please choose Joomla. Drupal is a flexible CMS so you can change/hook anything but is has not good look theme (template).
So if you are not a developer please go with Joomla ;)
That statement i believe is in the past. You can still create powerful websites as a non-developer with Drupal as long as you're willing to learn all the different modules available to you. However, the truth is with any CMS, for a more highly customised website, then it helps to be a developer. All depends on your initial requirements. Drupal is pretty much flexible enough for any requirements.
@nguyendhex your question is far too general to even to provide you with an answer? besides what is Joopla? we only assume you are referring to Joomla in this case.

Your question is broad, but I will make an attempt to give a better explanation based off of my experiences with Joomla. However, it will be a bit biased since I use Drupal everyday now.
Originally, I looked at Joomla because it was one of the "big things" about 2-2.5 years ago. I thought it was pretty easy and straight forward, but I was concerned with the lack of community in comparison to Drupal. I also noticed that they there were indicative signs that the Joomla community was taking a page out of the MSoft book, and most of the features I wanted I would either have to develop or pay $$ for.
That alone pushed me to stop looking at Joomla, on the other hand Drupal does have alot of paid services... The Drupal community is much stronger and with the large march to support it from big companies and governments to average Joe Developer creating modules for everyone, I can find most of what I need for free with a little work.
The forums and "handbooks" offer a large resource of information, and if your willing to spend some time Drupal is for you.
A few of my clients notice that Drupal has a bit of a steep learning curve to sort out the Administration layout. I agree with them, but hopefully this will be fixed or be improved in the much awaited Drupal 7. Drupal also takes alot of effort to "look" good sometimes, but someone once said to me: Good webdesign or Trendy webdesign, its your choice.

I disagree with the above poster. There are nice looking themes available for Drupal and you do not need to be a developer to us it.
