Line #95: '#access' => user_access('administer node templates')

Just as you did for the drop down. The issue is if an admin doesn't allow a user to select the page template the fieldset still shows up. This takes it away and makes the node add/edit for look cleaner. I've attached the module file to check it out but it's so simple a fix my first line of text is all that is really needed
