When someone post a new comment in a topic, the comment is hightlighted in the "Last post" column (in the boards index), and if you clic there you can directly go to that last comment. The link is something like that

http://example.com/forum/topic#new

However, if you return a second time to the boards index, the link to that specific comment is not longer hightlighted, you are sent to the topic:

http://example.com/forum/topic

where you have to manually look for the last comment.

Can it be possible to keep the #new for every last comment in a topic, despite if you have readed it or not?

No, keeping the new marker would make no sense and there's already an issue for 2.x for adding a link to the last post. 1.x isn't getting new features.
