Pagers should use inline lists

Patch attached:

-Fix pager links to be an inline unordered list with each list element holding a link.
-Change the $tags array to be associative.
-Pagers should use classes not IDs.
-Added a pager-page class for page (numbered) links. This differentiates them from the first, previous, next and last links.
-Fixed the li a.active rule to only apply to the .tabs class (Menu tabs).
