I created a fresh drupal install, enabled admin_menu, and then selected seven as my admin theme. The result is presented in the attached image. I'm not sure what part is messing up the display.

Looks like you have a couple blocks. Try enabling the theme on the themes admin page if you haven't already, then go to the blocks admin page for the theme and remove any blocks that are there.

Repoen this task if that doesn't work for some reason.

Looks like the issue was the navigation block which was there by default. Thanks for the tip!
