i'm not sure what was happening, but as soon as i enabled the modules with rules, it was hammering my machine. has anyone experienced this?

also in the logs saw:

PHP Fatal error: Call to undefined function heartbeat_stream_view() in /modules/heartbeat/heartbeat.pages.inc on line 63

I tried it on a clean drupal install and everything worked fine. I will add some tests as well to follow up easier.
I don't know what you had, but i cannot reproduce it.

I have had it in version 4.3 as well but not anymore in current release. stable and dev should be fine.
