Hello! I want to make the design of my site (bruceinfo.nm.ru) the theme in Drupal. The design is very simple: black colour for background, Verdana 12 for texts. Arial 10 for links, Arial 25 for section names. I don’t know PHP and know only basic things in CSS, how to do what I want?

If I were in your shoes, I would pick a theme that matches your desired look and feel as closely as possible. Without knowing PHP, you should be able to edit all of the other attributes that you want (black colour for background, Verdana 12 for texts, Arial 10 for links, Arial 25 for section names) from within the style sheet.
The style sheets for most of the themes are very straight-forward and easy-to-understand, even for those of us with limited programming skills.
