Defined a header and a footer for the Feed through Views and the Views RSS , also bolted on Views UI but still unable to get header or footer showing. any suggestions?

The View header could be the RSS feed's description, but what would you like to map the footer to? http://cyber.law.harvard.edu/rss/rss.html

RSS 2.0 specification does not include neither header nor footer, so this module will not pick it up. The only thing available in RSS spec kind of similar to header is feed <description>, which you can define in style settings section in Feed Description fieldset.
