I have been playing with the register country module and it simply doesn't work or function as expected.

I now have no patience with it so I am looking for someone to provide me with a turnkey solution to my problem.

Requirements:
Any visitor from NZ can create a new account and/or login. Any other visitors cannot create a new account but can view all information as a guest in the normal way. Your solution will come complete with full documentation.

Please don't ask me to try this or do that, the only thing I am interested in is how much it is going to cost me.

How do you know the person is from NZ? If you use IP address as a sole criteria it may not be a reliable way because people can still use proxies to access websites.

Do you also use other verification methods? If so what.

IP is the only method. Yes I am aware that people can go through a proxy. The limitation is not gravely importent, it just helps prevent the honest people from accessing information they shouldn't.

I have had many responces to this, so I am going to answer all the questions here rather than seperately so that everyone has the same information.

Only allow .nz users or do you need New Zealand IP range check as well?
IP is sufficient, it is only to keep the honest users out, and is not mission critical but is highly desirable.

What is the deadline for the project?
There is no set timeline, but because the site has been closed to new registrations it would be helpful if it was completed in a timely manner.

What currency do you prefer? (GBP, EUR, USD)
NZD or EUR, we pay by paypal.

Is it that the module doesn't work, or that the module does work but isn't accurate?
The register country module doesn't function as expected. I understand it is a database isssue, but I don't know, and now I don't care.
I also don't want to be paying ongoing costs fo use/access to a database for the module/project.

So just to clarify. The register country module would have done the job required if it functioned as expected.
Visitor checking by IP is good enough using any of the free databases. Yes I do know about proxy.
I would prefer this to be a module style project rather than hack any core code for obvious reasons.
Your work must not affect any other function of the site apart from ther registration component.

My terms:
You will be paid nothing up front or in advance.
You do the work, I test it. If it functions as expected you will be paid the agreed amount immediately via paypal. If it doesn't work you must remeby the problem or remove your code.
