Move Settings to Tab of Performance

I wonder if we couldn't help keep the Configuration section clean by moving this module's settings to (in my opinion, a very logical place as) a tab under Performance. That's where I actually looked for it first. (As a note, since the module is just called "Closure Compiler" I didn't look for to be called "Google...". I actually opened up the module file to see where the settings were.) What do you think? :)
