I have done a clean install of Drupal v4.4.0 and installed the recipe module.

The submit button does not show on the 'create recipe' form anymore, only the 'preview' button is shown.
(previewing entry does not make submit button appear)

Go to

?q=admin/user/permission

and click on "create recipes" for the appropriate roles. This works on 4.3, which also was missing the submit button.
