You will get a CVS account if the current maintainer agrees to make you co-maintainer, and explicitly states that. His last comment was something like describe the changes you would make to the code.

I am changing back the status, as in this case we don't review any code.

No confirmation has been made from the current maintainer (as he reported he would do — see http://drupal.org/node/693294).

You should apply for a CVS account after the current maintainer accepted your offer, not before.
