I understand Stark is meant to be used for demonstration purposes, but is it not recommend to use it as a base theme as well? Seems to me like a great clean slate to start with...

Well, its so clean as to be almost pointless to use as a base theme. It would be easier to just build your own theme from scratch.

Also, Drupal 6's default page.tpl is a complete mess and Stark for d6 inherits that mess. So I would recommend that all themes for D6 override that template.
