Hello,

I've not used Drupal Forums (in the core) or Advanced Forums, but I was wondering if there is a place in the module or core to force every user to agree with a forum usage policy before they are allowed to use the forum?

No, there isn't. There's the "legal" module that will add it for the whole site but nothing specific to forums.
