Required Taxonomy Vocabulary Issue

I have a required vocabulary with multiple terms, each of which has permission by a different role. When I had the dev version, I had the vocabulary term set as required and it worked fine. But now, all users trying to create new content are being told they don't have permission to any of the terms, and therefore cannot create new content.

My quick fix was to make the vocab not required, but that is not ideal as I do not want users to create new content without a term associated.

Please let me know what changed between the two versions of this module to cause this problem.
