why is it that editing a shortcut (a menu) uses uses a link "edit shortcuts" and doesn't have a dynamic editing feature, yet all other menus do?

Not sure what you mean, but if its about the Contextual link not showing up in the schortcut bar. Its because Shortcuts is not a menu.

I know the technical reason, I just don't understand the experience. Gear toggle = edit what you see. Seems like an unnecessary new interaction pattern.

Lets fix this in #1164782: The icon to add something to shortcuts wasn't clearly discoverable.. I am not sure how discover able it would be, if we turn it into a contextual link but I would definitely be up for changing it into an icon.
