Provide e-mail notification of test results

At least for branches and module maintainers, but I would like to see people able to subscribe to test results. Having companies that merge CVS contrib modules (or core) into their internal repositories be able to receive notification when those modules (or core) are broken so they know to wait and/or help fix it would be handy.
