How to hide Menu Selections from certain (or all roles)

I want to be able to limit the amount of Menus shown in the Dropdown here:

I only want to show a new added menu (that I've named Top Menu) Having so many menus confuses people to no end.

I want to hide it from all users, even the administrator as the primary and secondary links will not be used in our themes.

How would this be accomplished?
