That anchor does not exist on that page, and the section has apparently been removed.

It would be better to get this into the Drupal standards docs...

The page has been moved to http://en.wikipedia.org/wiki/Letter_case#Headings_and_publication_titles

I agree it would be better to add it to the Drupal standards docs, but since Coder Tough Love now has a much higher profile due to its use in project code reviews, maybe we can provide a valid URL until someone writes the standards docs?

Patch applies to both the 6.x-1.x and 7.x-1.x branches.
