This moves over to hook_library_alter(). It also gets rid of the administration, because we don't really need it when we have the JavaScript Aggregation variable in the Performance page.

I know this is closed, but adding this as a note: we are at d7-beta3 now and it currently ships fresh jQuery 1.4.4 and jQuery UI 1.8.6
