I would like blocks with many web links to be paged/divided into more pages, like the way Paging module handle other content types ?

You might need to find some module that lets you assign "tabs" to the block contents. OR some module might let you group two or more modules and display them as tabs. Can't remember any though. :S

Paging module cannot handle block content, unless the block is actually displaying a node that's paged (which probably doesn't sound like your need).
