i d like a third "fallback option" where i could choose an alternative anti-spam method in case the Mollom servers are down.

However, marking as duplicate of #243333: Provide API for other modules to block content in case Mollom's servers are unavailable.
You can follow up on that issue to track its status instead. If any information from this issue is missing in the other issue, please make sure you provide it over there.
