Main menu will not expand, either full time (required for drop-downs) or even when active.

Hm? Could you explain more?

The toolbar at the top is not intended to do drop-downs; it's static.
Is there a particular menu link you're clicking in the navigation that's not opening up the tree below it? or..?

I can't reproduce this here.

"Show as expanded" is not working in any part of tree.

Can't reproduce on a fresh install of HEAD:
Edit a link in say, the Management menu and check the 'Show as expanded' checkbox. Save, then check in the front end: lo and behold, the link will be shown expanded, children are visible.

Only local images are allowed.

Works for Main menu as well
