The Content Profile author cannot view their own content within the profile when the panel's UR-Panels Visibility is set to "First User: Logged in User, Second User: Node Author, Allow if relationship between users is: Friend(my own relationship type)". I believe the system is asking if the node author has a reltionship with the node author. This could be a bug or just something that i'm doing wrong, but any help on this would be appreciated.

apmsooner commentedI assume your talking about selection rules within the panel. This whole concept was tough for me to figure out but here's my suggestion after alot of trial and error. what you want to do is set up your panel with multiple variants and selection rules like this:
variant (own) = user compare - Logged in user is user being viewed
variant (related) = User Relationships - Logged in user can have relationships: "friend" to User being viewed
variant (unrelated) = No selection rule
This way you can setup completely different layouts for each instance. In the unrelated variant, an example of what i did was setup a message like "this user only shares profile information with friends" and provided the links to request "friend" relationship type. If relationship is granted, then the next time they view the user's profile, they get the related variant which shows all the user's private info.
Hopefully that makes sense and helps you out.
