If don't translate one string is not translation for all strings and administer viewed as administer.
For all strings (taxonomy/page/or/1,2,3,4,5,6,7,8,10 and more) need translation administer... (don't only administer, other words also)...

huh? please give more details and also file this udner correct project. i don't think this is a taxonomy_browser.module issue. i could be wrong though.

Over three years with no followup... Drupal 4.4.. I'm just going to close this outright.
