submit is in the middle of the form only if using formblock

Thank you for the very useful module. When my form is displayed as a page (not using formblock) the submit and preview buttons are at the end of the form where they should be. When I enable the formblock, the submit and preview buttons are no longer at the end of the form but in the middle of the fields. Any thoughts on what is causing this would be appreciated?
