The config settings say "custom css path" I see in the template file that it is supposed to look for it but I am not sure whether to use the file path themes/simply_modern/local.css OR sites/all/themes/simply_modern/local.css OR /sites/all/themes/simply_modern/local.css Some help or notation would be nice. Either way...after placing my path in there and clearing all the caches my local.css is still not being loaded.

I figured it out. As long as your local.css is in the sites/all/themes/simply_modern folder you just have to put the name of the file in the theme configuration settings
