the INSTALL.txt file starts off with info from 4.6. it should be updated to reflect the 4.7 auto-install. i assume this also applies to cvs but i haven't looked.

To use this project, feed the location.mysql to your database. If your site
is using a prefix for database table names, make sure to adjust accordingly.

mysql -u username -ppassword -h localhost database-name < modules/location/location.mysql
