Problem with weight

I have problem with weight, when I ban user then "banned" badge isn't assigned or when I unban the "bannned" badge stays instead change back to the default "user" badge. I tried moving "banned" badge from beneath the "user" badge and putting it at top of it, and also the other way, but couldn't got it right.
