Module Name - js_css_replace
Some case we need to update css and js files from core and contributed module , If we hack the core and module it is hard to update the module. This module help to developer to maintain updated file on one location and update the $theme_registry

Reading the short description of the proposed module, I can report there are already projects with the same purpose; Apply for contributions CVS access reports about such cases, and the fact the proposed project doesn't duplicate the work done in a project already hosted in Drupal.org is a requisite.
