I am looking for the most basic theme available to start a new theme. Can someone point me in the right direction.

Lots of people use the Zen theme for this purpose.

I second the zen theme...I was able to get a site converted from photoshop to drupal template in like 2 days using zen.

You also may want to check out the Basic Theme, which is even more basic than Zen. Zen is a framework, but is not really basic. It has tons of CSS and remarks throughout.
