Is it possible to configure how many field will be visible on creating/editing form for nodereference content type?

I would like to show only one empty field (instead of default two) when there is no data (see attachment for better understanding) or to show only fields that have data. I would of course use Add another item button to add more fields.

Hmm, I was coming to find the opposite. I would like for more than two to show up because my average number of entries is 5. So, I guess I to would love to know if the number of fields is configurable over the default 2.
