Ported themesettings_verticaltabs module to D7!

Works well, has javascript summaries for toggle display, logo, shortcut icon, color scheme.

#693504: Color.module does not support more than 5 colors and has hard-coded labels

This issue is about getting a more flexible/useful color.module in core. Need to watch this, to see if it affects the color scheme javascript summary.
