in local.css, CSS changes for primary and secondary are only applied for menus defined in Header (Original menus) and not to primary/secondary in blocks,views or panels.

Request:
Color theming font and link from the admin interface would be nice
Theming tables border, padding, span etc from admin would be nice

That's where Skinr comes in. A majority of our themes include menu and list styles through Skinr. So you can apply styling to your block menus through the block configuration page by selecting the Skinr style.
