Filter by block lists terms that are not used on any posts in the current list

Filter by block should list only the terms that are already in use on posts on the list. Currently, the "Filter by" block simply lists all posts in the related vocabulary regardless of if they are used at all on any posts or not. This could result in "no posts in selected category" for many of the links.
