Development of a module for Drupal 6.x that will allow authenticated site visitors to offer a bounty to have a question answered.

Situation
I run a site that generates many comments that involve providing assistance with Drupal sites. Some are very simple while others are pretty complicated. I would like visitors to the site to have the opportunity to offer a bounty to get an answer to an important question within a certain period of time.

Requirements
Development of a module that allows an authenticated site visitor to indicate in the comment section that they would like to offer a bounty for an answer to a question. The relevant fields for such a feature would be a checkbox indicating that they would like to offer a bounty, an amount field that would indicate the amount of money they would pay for an answer and an expiration field that would indicate how long before the bounty request expires. PayPal integration is required. I imagine that a registered user could enter their preferred PayPal email address in their profile. A summary of their offered bounties should be available to the user in their account view. If the person offering the bounty is satisfied with the answer they should be able to click a button that connects with PayPal to generate the agreed upon payment. Notifications will be required in order to inform the site owner that a bounty offer exists and to let the person making the offer know that their comment has been answered.

Permissions would need to be added to indicate which roles can "administer bounties", "offer bounty" or "answer bounty". Users who are authorized to offer bounties should be able to manage all of their own bounties and users authorized to answer bounties should be able to manage their bounties as well.

Time Frame and Budget
Once started I would like the project complete within thirty days. Since I don't have a good sense of how long this would take I cannot post a budget. I would like feedback from the developer on how many hours would be needed along with the amount per hour they are requesting for their work. Fixed fee or hourly rates are both possible.

Be sure to include a time frame for the project from start to finish, the number or hours of effort you estimate and the cost per hour. Take note that low cost will not automatically win the bid. Drupal experience and an understanding of how to integrate PayPal is very important.

Contributing To Drupal
Once the module has been tested I would like it to be contributed back to Drupal.

I have heard back from a couple of developers on this but have also come across the Node Comment module which may or may not work if I combine it with the modules I'm thinking of. So I'm going to put a hold on the project for a moment.

With that said, I do want to hear from you if you feel like you know of other modules or feel like you can add value via your coding expertise. I'm also looking for a "go to" Drupal dev to help me with various projects so there is a chance the contact will lead to paid work in the near future.
