This is clearly a problem with my new theme not CKEditor but my issue doesn't appear to have been raised as yet so a solution may be helpful for others.

I just switched to a new commercial theme (link at bottom if it matters) and CKe now shows the editor for comments to any permitted users but it doesn't show up anywhere else. In fact, all links on an edit page are now disabled. If I switch any other theme as the admin theme everything is good again so CKe is installed and working ok.

My guess is that the comment.tpl file is good and the page.tpl isn't but I don't have the knowledge to work out exactly what the issue is. FWIW the print $scripts; etc aspect mentioned in the troubleshooting is all in order
