With Block Translation module, the sidebar template files will not be loaded. I don't know if this module also cause the same effect to the other block region.

Addition to the problem, the content of block is displayed without the content in sidebar.tpl.php file

do you have a chance to test this with other region? I found this on my production site and i don't want to mess with it.

in my case, i18nblocks.module was the guilty one .. here`s the patch ..
