We encountered problems for Drupal new installation with Fantastico which is still at 4.7.0.

***************Since we cannot access web owners' Control Panel, we can only instruct them to install Drupal via Fantastico. It will be impossible to instruct users to install Drupal 4.7.2 unless we are given the access.

Please try using Drupal 4.7.4. Fantastico is unrelated to drupal, and this seems more a Fantastico problem. Try reporting this issue to Fantastico or use Drupal 4.7.4.
