It seems that the drupal6api module is necessary to use WYSIWYG 5.x-2.x-dev on Drupal5 due to the use of drupal_alter(). This dependency is not documented in the release notes or README, or in the module's info file. I'm marking this is a critical, since the module is unusable without this pre-requisite.
