I have blocked someone who was violating the forum rules on my site however he is still able to log into his account and post. I know that earlier versions definately blocks users and doesn't allow them to even login. However person seems to have full access.

I was not able to reproduce this behaviour. Could you try making a temporary (blocked) account, and see if you are able to log in?

If the problem persists, you should file a bug report.

Set up a test account and blocked it and I am unable to log in with the test account. Could they bypass the blocking if they have a cookie saying they are logged in? The username for the user is all in lowercase and it doesn't have any non alphanumeric characters.
