block theming with css fail

Since now i use css of a custom theme for theming individual blocks and everything its ok. I tried this way to keep only flags without title and backgrounds nothing happens to the appereance of the block gtranslate. It loads the default block theme.
Then another question is about the pro version. what is the difference for a drupal module and how is the pro version installed
