Buddylist translation changes permissions

It looks like the buddylist permissions are incorrectly tied to the .po files. If the user updated or changed the active .po file for the word 'buddylist' the permissions for "add to buddylist" would be changed. I'm pretty sure this was simply a typo in the code. Check the attached patch.
