Reinstall it, installing again, remove folder, download all panels and ctools again and even so, I cant create regions in the flexible layout...

have to use only the layout schemas that comes with Panels 3

Choose layout:
Two column stacked
Two column
Two column bricks
Three column 33/34/33
Flexible
Three column 33/34/33 stacked
Three column 25/50/25
Three column 25/50/25 stacked
Single column

how can i ADD REGIONS in Flexible layout inside PANELS 3 ???
(in panels 2, just need to click on Layout Designer, but that just bring the choose layout again)

this works for me:

first, make sure you're using flexible layout. then click the content tab. then click show layout designer. then click on a row and choose add region.

Create a panel node, select Flexible, write something on it (test) and save, then return to the node, click on edit, go to Panel Content Tab

So far you will see only 1 region (CENTER)

when i click on Show Layout Designer (when I hope to add new rows and regions) it return this message

Panel content has been updated.

and I cant create new regions and rows... this is what i ask... why I cant create any regions and rows in Flexible Layout (as use to work on Panels 2)

btw... i install Panels 3 and ctools without any Panels 2 instalation on my website

I also have this issue from now, unexpectedly.
Was working normally until some minute ago, now every time I press "Show Layout Designer" it pops out with a "The page has been updated. Changes will not be permanent until you save." message and the "Show Layout Designer" button is still there.
So not working anymore :(
