Step 1 : Enable color module.
Step 2 : Chaneg the color properties of garland theme. Now the style.css used will be from (eg: sites/default/files/color/garland-300dba05/style.css?a )
Step 3 : printing drupal_get_css($css = null) , gives the style.css used from themes/garland/style.css
